Financial difficulties and hardship
Council is aware that some people may find it difficult to pay their
rates and can offer special payment arrangements under Council's
Hardship Policy. Special Payment arrangement would entail regular
weekly, for tnightly or monthly payments.
Ratepayers should contact Council's Revenue Ser vices Unit as soon
as possible to discuss alternative payment options or the provisions
of Council's Hardship Policy.
Under guidelines of the Depar tment of Human Ser vices, Council
offer s a pension rebate to all eligible pensioner s and some Veteran
Affairs card holders. For the 2009/10 financial year, you may be
entitled to a rebate of up to $184.30. If you are in receipt of an
eligible card and are not already being granted a pension rebate, or
would like to discuss your eligibility please contact Council's Revenue
Ser vice Unit to fur ther discuss this matter.
Exceptional Circumstances Drought Relief
The 2008/09 Municipal Rate Subsidy (MRS) ceased in June 2009.
The MRS was fir st introduced by the Victorian Government in July
2005 for the 2005/06 and 2006/07 financial years. The subsidy was
continued in 2007/08 and, following a review of seasonal conditions
across Victoria, again in 2008/09.
Any decision on whether to continue the MRS in 2009/10 has yet to

a component of Exceptional Circumstances (EC) assistance, which is
primarily funded by the Australian Government. The Victorian
Gover nment provided the MRS for par ticular financial year s,

Whilst EC declarations remain in place, eligible farmers may continue
to receive ECRPs from Centrelink. For information on EC declarations

UNDERSTANDING YOUR RATES
Did you know that by paying your rates you are helping Moorabool
Shire Council to provide more than 100 much-needed ser vices to
the local community?
Without the revenue generated from rates Council would be unable
to provide such essential ser vices as child care , road maintenance ,
rubbish collection, and a host of other activities.
Paying your Rates
Council intends to send out the 2009/10 annual notices to all
ratepayers in early September 2009.
On receipt of your 2009/10 Rate and Valuation Notice, Council
encourages all ratepayer s to review the information printed on your
notice and direct any queries or concerns immediately to Council's
Revenue Ser vice Unit
Some of the key information that should be checked is:
• your contact mailing address;
• your proper ty address and parcel description;
• the area of the proper ty;
• proper ty valuations; and
• payment amounts, dates and methods.
Payment of your Rates and Charges
There are two main ways you can pay your rates - full payment or
Ratepayers electing to pay their rates in full must ensure the whole
amount displayed on their rates notice is paid by 15 Februar y 2010.
Payment dates for ratepayer s opting for the instalment option are:
• 1st instalment
30 September 2009
• 2nd instalment
30 November 2009
• 3rd instalment
1 March 2010
• 4th instalment
31 May 2010
To be eligible for the instalment option, the full amount appearing in
the first instalment area of your notice must be paid by 30
September 2009. Reminder notices for subsequent instalments will
be issued at least 14 days prior to the due dates.
Ratepayers also have the option to pay their rates via part payments
on a weekly, for tnightly or monthly basis between September and the
full payment date of 15 Febr uar y 2010. More information about this
option can be obtained by contacting Council's Revenue Ser vice Unit.
Rate payments can be made using any of the following options:
Payment can be made in person, over the counter at any
Australia Post outlet, by telephoning 13 18 16 or by logging
By telephoning your par ticipating bank, credit union or
building society, payment can be made directly from your
cheque, savings or credit card account.
